Cseries :: Contacts Key Function Inactive: C3-00 Model?

I have just purchased a Nokia C3-00. The left-hand side contacts key function is inactive, however, and I can't get this button to do anything. When I press the left-hand side Contacts Function key, nothing hapens at all.When I go to Menus > Settings > My Shortcuts, I can find information on the "Contacts Key," and it says "Contacts Key Off." When I click the "select" button at this menu to edit the contacts key, I see a menu for "Contacts Key" and the "off" radio button is clicked. But there is no option for changing this radio button to "on." If I try to click the menu button at this screen, I simply get a message confirming the fact that the "contacts key function is inactive." I would like the turn on the contacts key.
