LG :: Verizon EnV Touch Reception Programming?

I recently from an area that had amazing reception for Verizon to a small town in Western North Dakota. The problem I'm having is that there is Verizon towers present but they are so far away and reception is almost nothing off of them, but if I go into the basement of my house my phone automatically bumps over to the Alltel tower just down the road. My parents get full reception on their phones, and what I'm wondering is if I can use any of the options in the "##PROGRAM11000" menu to make it so the phone locks onto the strongest tower and not the strongest verizon tower so I can have some hope of using my phone at my house. I just signed a renewal contract before I moved (the move was unexpected for an amazing job) and really don't want to cancel and go to Alltel.
