I used the recovery tool to go to 1511 still same issue. I also got an "not enough storage" message although there is nothing installed on the phone.

Jan 4, 2016I have tried to download apps from both thd app store and the internet and it wont work. I have tried force stopping and clearing cached data for google play services and the download manager. I have tried making a new google account. I have tried restarting my phone and taking out the battery. I have literally tried every suggestion i could find and nothing works (minus a factory reset) which im not willing to do. My phone doesn't display an error code or anything, it just continuously tries to download an app but it will never start downloading.

The only way I can get off this screen is to press Discard, which takes me back to where I started! I just keep going round in circles.
