IPhone :: How To Retrieve Stolen 4 Without Having ICloud Account

So my iphone was recently stolen from me earlier today. I do not have an Icloud account, so "Find My IPhone" won't work for me. I have a mobile me account, and everytime I use the Find My Iphone funtion, it says location services are disabled.. any clue how to fix that or get around that?? Also, I tried setting a lock, it says remote lock pending, and says it will send me an email to confirm it, but it's hasn't...
I have lost my iPhone and was searching the internet on how to find it. I can track my phone and lodge a complaint in the police station but for tracking it I need an imei number. I looked in the devices panel and found out that I didn't have a backup of it. So is there any way of retrieving my IMEI number via iCloud backup?
I requested remote lock my lost iphone through find my iphone. Can I still track my iphone through icloud if thief restores or formats it or syncs with his itunes account.??
My iPhone is stolen. How can I get my address book back from the iCloud? I should have synchronized my iPad address book. However, I loss some recent contacts from iPhone.

My previous iPhone 4S was stolen so after filling out insurance claims I received a new one today and did all the shenannigans about setting it up with a new SIM and what not. Although, now after backing it up from iCloud, I can't access my music ? and also it's constantly asking for my apple ID but when it does in the email box is my brothers email account and not mine.
I forgot my password and email of Icloud, I've already tried to restore my Iphone 5 but I need the email (that I dont know) and the password (that I dont know) I dont know what to do.
When installing iOS 5 I somehow linked my iCloud to my moms account both on my iPhone and iPad. If I select the delete account button at the bottom of the iCloud settings, will it delete the account off of my moms phone too? She would rather not delete her iCloud account.

I Recently noticed that the user name associated with iCloud on my iPhone 5s is in another name. (Probably the previous owner) I could have sworn I changed this when first bought it but obviously not. Anyway, I want to change it to my user name now and seem to be having difficulty doing so. It won't let me delete account to add a new one in my name unless the previous password associated with the old owner is put in, and I don't have that now. It also won't let me switch off find my iphone unless old password is typed in, but it did let me turn it on without old password........strange.Â
ANyway, I have tried contacting the person I bought it off but no answer. The phone itself works perfectly, it's just I can't log into iCloud or delete old users iCloud without the password.Â

Ive got an iPhone 4 that I don't use any more and the original apple ID that I had was problematic and it was changed when I received my new phone. Now the problem I have is that in order to sell my old phone I need to delete the iCloud account but can't remember the old password and I can retrieve any information because the ID doesn't exist any more!Â
I changed my email address and my Apple ID, however, my iPhone still has my old Apple ID on the iCloud settings and when I try to delete it, it asks for a password for this old account that doesn't exist. How can I delete the iCloud account without it asking for the old password?
