The shortcut bar on my home screen showing my icons is gone replaced by just an arrow pointing up that I have to click on to see any icons. How do I get my icons to reappear on my home screen?

I want to move it to the home screen separately and do not seem to do so without moving the whole g icon to my home screen. For example, I moved one of the default home screen icons to the second screen, leaving a hole. Now I'm trying to move an icon from the second screen into the hole I created.
