IPhone 4 :: Can't Access Ringtones But Can See On Laptop On ITunes?

I can't access the ringtones I bought on iTunes on my iPhone 4. When I sync it with my laptop, I see the ringtones in the Tones section but I can't do anything but look at them. How can I make it so the ringtones are in my phone and I can access them?
how to make them available on my laptop? I can see them all in the music (or tones) library but there is an exclamation point by all of the ones I didn't purchase on the phone with iTunes.
I would like to best way to move my existing data on itunes including library, photo, music, movies from old laptop of XP to new laptop on windows 7. I downloaded new version of i tunes in my new laptop and not sure how to migrate entire data and synch with new laptop?
I want to find a website that I can purchase and download ringtones to my phone, but I fear using a site that is not good. I am on the sprint network, Is it possible to download ringtones to my phone using my laptop, and the blackberry desktop software? I wish Blackberry had better user guides. The ringtones that came with the phone are really bad.
I had 2 ringtones that worked fine on my iPhone 4. When I updated my phone and had to restore it, they disappeared as options for my ringer. I bought them again, and they still don't appear as options for my ringer.
I have taken the old steps for creating a ringtone in iTunes 8, going from a .mp3 to .m4a and then to .m4r, but once I have changed the file type from .m4a to .m4r and placed the ringtone in the music file in iTunes, the ringtone will show up in the Ringtones folder, but will not sync to my iPhone 3g. Also the file is only 35 seconds long. Any suggestions? If there is any other info you need let me know and I'll tell ya.
Last week I purchased three ringtones from iTunes directly from my iPhone and when I synced up my iPhone to my Mac just now, it removed those ringtones off my phone but now I can't figure out how to get them back on! I can see those ringtones in iTunes on my Mac but when I tell it to sync those ringtones back to my phone they never show up. What am I doing wrong?
I made several ringtones and changed the extension to .m4r but they don't show up in iTunes ringtone folder. I have done this before and it worked but can't get it now. I am using the latest iTunes and all songs are 30 seconds long. Thanks for any help!
I have sucessfully converted songs into acc files, deleted the converted files from iTunes (but not the computer), found the m4a files on the PC, converted them to m4r, transferred the m4r files back to iTunes and found them under "Tones".
What I cannot do is to get them to be found on my iPhone 3GS.
Syncing the iPhone does not appear to transfer the ringtones..

i am trying to transfer ringtones that i download from an app to itune but i download itune on my pc and connected with iphone but dont know what to do next
I had both created and purchased ringtones on my iPhone4S. I did a full backup of my 4S to iTunes on my Mac. I restored my new iPhone6 from that backup. When I go into my Tones file in the iTunes App, it shows all the ringtones. They are checked. But, when I connect my phone and look at the iTunes App's Tones file of my device, the ringtones show up but most of them are grayed out and won't show up on my phone.
How do I get the ringtones that are grayed out to sync with my new phone? I have looked at their format- they are m4r.
I have unchecked all tones, synced, checked all, applied, and synced again. Nope.
"Sync only checked songs" is checked.
I found the ringtones in my history of purchases, but it was 2 years ago and when I try to report a problem, it says it's too old.
I'm using iPhone 5S. I bought 3 ringtones from iTunes and none of them are working as my ringtones. I tried to play them via iTunes Library, but it doesn't work also. The ringtones colored grey and can't be play.
I feel silly for asking this question but I've spent an hour now googling to death how to transfer ringtones I've puchased from iTunes onto my iPhone 3GS. I've done everything possible. I've renamed the files to M4R as suggested from m4u. I've just dragged onto the iphone in devices and not in the music library or ringtone library and nothing. Under the Ringones tab on the iphone when connected to iTunes shows no ringtones.
I'm having a problem getting ringtones from itunes onto my iphone. I purchased about a dozen ringtone sounds and also bought the ringer. They show up in itunes under ringtones but don't show up on the phone even after I sync. I have everything automatically syncing. I'm running the latest version of iTunes & am current on my phone software. I'm on Windows.
I already have the ringtone tab and already move the ringtone that I make to the ringtone folder. However, I can't find it in my iphone. And the songs that i already converted is also in the ringtone folder. But for some reasons, when I check in my iphone, the ringtone that I already make just don't appear.
I made a custom .m4r ringtone and decided to redo it since it was a little off. But after deleting the tone on iTunes and resynching my phone, it still appears there in the ringtone list.
I recently upgraded from the iphone 3g to iphone 4s,my iphone 3g has always connected to my laptop fine, which i got my new iphone my laptop just wouldn't recognise the new phone, it would be displayed in my computers devices yet unable to load in itunes, the phone doesn't charge by the laptop,the USB port and USB cable are fine,tried it on my friends Apple Mac and phone connected straight away i have turned off windows firewall and my security but still doesn't work,i would really really appriciate some help so that i can sync with my laptop!!7
