I downloaded Tomtom app for my iphone4. The amount was deducted from my credit card but the app is neither on my iphone nor on the purchases on itunes. How can i get the app without paying again for the app?

For a couple of days I have not been able to update current apps or download new ones, either on wi-fi or 3G. The icons say "waiting" for a few moments before the error message "Unable To Download Application - Done - Retry" followed a little later by "Cannot Connect to iTunes Store". I have verified my account details on my Apple account, as suggested in other forums, but this does not work. I have the latest software. As an aside, for some reason I cannot send email in wi-fi mode but can receive it.
