I recently lost my iPhone and it was returned to me. Looks like it's been disabled either by Apple or AT&T. Is there a way for me to enable the phone myself or do I need to bring it in to a Store.

I updated the firmware of my iPhone 3GS to iOS 5.1 yesterday. After the update, I noticed that I have lost all of my contacts on the phone, so I plugged it back in to the computer and went with "Restore from backup", which was dated just a few hours prior to updating the firmware.
After it finished restoring, my contacts were all back but half of my apps are missing. I tried redownloading from the App Store as well as syncing from the computer, but the data (game saves, etc) are still missing. How do I get them back?
