How do I download pictures from my Iphone 5 to my pc. I must have turned something off on my phone because it is not automatically booting up when I plug port in.

I bought a 4s yesterday and restored it from the iCloud, but it never finished downloading my pics. I had about 1200 and it stopped at 806. It doesn't show the status bar anymore ("downloading 806 of 1200 photos"). I turned the phone off and on, did a hard restore, plugged it into iTunes, nothing.
