I changed apple I'd to new email on line and when I went to change I'd in phone it still has old I'd with email I can no longer access and I don't remember old password. How can I reset set it in icloud with new I'd?

I need to restore a iPhone that we are no longer using. The trouble is we cannot remember the password for this old device and Find My Phone is turned ON the device. In order to restore the device, Find My Phone has to be OFF but in order to turn it off, you have to know the password. Vicious cycle!
