When trying to beam photos from my iPhone to my iPad the iPhone can't find my iPad. I have Bluetooth turned on on both and they are both connected to the same wifi connection. How do I get my iPhone to find my iPad? I don't understand what's wrong.

I am having issues uploading pictures and video off my iphone 4s to my PC. When I follow apple's instructions on connecting to the PC, and then finding in 'my computer' and importing photos and video, it searches and says there are 0 files to upload when I actually have 190 pictures and several videos on my phone. just came home from a trip that i used my iphone 4s to take pictures. when i came home, the photos hadn't gotten onto my ipad. I had photo stream turned off in iCloud so I turned it on. I have connected both iPad and iPhone are connected to wifi. I had turned several things off on my iPhone during this trip because it was an international trip and I didn't want to get any extra charges. I'm not sure what I turned off because I'm not too swift with electronics. I think everything is back to where it should be now but not positive. Why hasn't iCloud sent my photos from my iPhone to my iPad ?

I can share photos fine so something is working. I've tried several combinations of selecting the item to be shared and bringing the backs of the phones together.
