IPhone :: Transfer Ownership Of IPad Apps From One AppleID To Another?

Is there any way to transfer ownership of iPhone/iPad apps from one AppleID to another?
My wife and I have been sharing one iPad 1 and thereby accumulated apps of interest to both of us on my AppleID. Now that we have two iPads, we'd like to split them up between her and my iPads, and their associated AppleIDs.
just purchased the new iPad but have pictures on an iPad 2 that I am going to give to my son. How do I transfer the photos from the old iPad to the new one? Thanks.
I am planning to buy my friend's recently purchased iPhone 4S. Since he was using it with his own AppleID for a month only, this 90 day limitation makes me wonder f I but it right now whether I could use it freely with my AppleID to be created new. I guess resetting it to factory settings and setting up as a new phone with a brand new AppleID should not cause any harm but I wanted to get expert opinion. I don't want to buy a phone and wait two more months to use it.
if this 90-day limitation goes away when I reset the device fully and set it up with new AppleID. I would expect no problem as none of the purchased apps/songs could be transferred from old account but still I am not sure and I need help.
My son is trying to transfer music not purchased from iTunes, from his iPhone 3 to a New iPad. He does not have access to a computer, how can this be done?
There is a video file (MP4. H.264,AAC) which is normally support by my iPad 2 and iPhone 4 both devices. However when I sync it with my iPad, there is no problem with it at all. The video could play on iPad normally but when i sync the same file with my iPhone on the same laptop and same iTunes database, it is not working! And iTunes pop up a notification thats tell me "the file format is not support for yout iPhone".
It is the matter because of the different iOS version? My iPad 2 is operating iOS 5.1.1 and my iPhone 4 is operating under iOS 4.3.3.

I purchased several text alert tones on my iPhone, where they work nicely, but they don't show up in my purchased list on iTunes on my PC, so I cannot transfer them to other devices. How can I transfer text alert tones to my other devices?
i read somewhere that there's a way that we can get our iPad apps to work on the iPhone as well? someone did that with netflix. i've been trying to do that to Moodboard and Pages but no luck any ideas? also, i use iFile instead of SSH due to paranoia and my home internet is a bit wonky. lol

My wife purchased some Apps for the kids on the Ipad last night Dora, Angry Birds Space etc etc. Since we have two kids they both want to play. However the purchases are not displaying on the iphone (same account). I went in the Apps purchase history on iphone but cannot see the purchase. However, when I look on the Ipad it is showing the purchase (even on the itunes, account history. For information, I have it set to automatically update purchases and have icloud enabled I also have a very fast wife connection.
I can't download or update apps on my iPhone 4s or iPad. I've been seeing this come up a lot and I can't seem to see a fix for this. Does anyone know how to fix it?It's frustrating to have 2 devices that I can't use properly. Has apple addressed the problem yet? After 10 minutes it says can't connect to iTunes store.
