IPhone :: Can't Access Personal Hotspot Over Bluetooth With Another 4s

I have an iPhone 4S, running iOS 5.1.1. (Though this issue has existed since 4.3) I enable Personal Hotspot on the iPhone. Bluetooth and Wifi are turned on.
My iPad 2 (running iOS 5.1.1) sees the iPhone in the list of available Bluetooth devices, connects to the iPhone, and voila! The iPad is tethering my iPhone's internet connection. When the two disconnect from one another (like when I leave the house). I simply pick up the iPad when I return, go to Settings>General>Bluetooth and tap my iPhone in the list of available devices, and (as long as my iPhone is within range) the iPad connects, and I'm online again. Painless! The problem arises when I try to connect my iPod touch or spare iPhone 4 to the Personal Hotspot of my iPhone 4S via bluetooth. I enable Personal Hotspot on the iPhone 4S. Bluetooth and Wifi are turned on.
I pick up my iPod touch. Bluetooth is enabled, but the iPhone 4S does not appear in the list of available Bluetooth devices. I pick up my spare iPhone 4. Bluetooth is enabled, but the iPhone 4S does not appear in the list of available Bluetooth devices. The problem is, if I want this iPod touch or spare iPhone (acting as an oversized iPod touch) to access my Personal Hotspot, I have to unlock my iPhone 4S, go to Settings>Personal Hotspot and wait for the iDevices to connect; something I don't have to do with my iPad. Additionally, Personal Hotspot connections made over Wifi use far more power on both devices than Bluetooth.
The weird thing is, there was a week or two (before updating to iOS 5.0) that my iPod touch was able to see my iPhone 4, connect to it via Bluetooth, and tether off the Personal Hotspot painlessly without me ever having to unlock the iPhone, and open Settings. To be thorough, I tried using my iPhone 4 (and even an old iPhone 3GS running 4.3) as the 'host' devices for my Personal Hotspot, and every time the iPad had no issues connecting, but all the other iPhones saw no available Bluetooth devices.
I know this has been working before, and I really need to connect my iPad via Bluetooth to my iPhone so that I can then use the Wireless via my iPhone. Unfortunately, every time I connect to the iPhone via Bluetooth the WiFi on the iPhone disconnects.
My iPhone Personal Hotspor was connecting to my iPad and iPad Mini just fine. Then the phone/bluetooth seemed to be searching for those devices when I didn't need them, so I hit "Forget This Device" for both of them. Now the iPhone won't connect with either of them. How do I get my iPhone to recognize these devices again?
I have an Australian Iphone and an ipad from australia, and as soon as I put an o2 sim card in my iphone the "personal hotspot" setting has disapeared from the settings menu.
i have a iPhone 4 and iPhone 4S, i have an issue regarding the "Personal hotspot". Both are iOS 5.0.1, "BUT" my iPhone 4 has the Personal hotspot and my iPhone 4S doesnt have it... i tried to reset the phone, reset the network settings, but still i cant find the Personal hotspot on my iPhone 4S..
As a t-mobile user I used the personal hotspot for about 18 months without any problems till end of february! Yesterday, after a holiday break, it refuses to work!
I switched to w-lan hotspot, this worked! Could it be that iOS 5.1 caused this?!
The existing KB article on troubleshooting an USB connection to a Mac makes no sense to me on Lion with my MacBook Air.It says to mark the ethernet connection inactive. I've got the Wi-Fi and the iPad network connections and marking either inactive and then active has no effect on the USB tethering.
The iPad entry says cable disconnected even when my iPad is connected. iTunes starts and can sync to the iPad and tethering works over bluetooth or Wi-Fi, but I'd like to get USB tethering working so I can shut off my Air's radios completely and tether to my iPad 3.
With assistance from someone in an AT&T store, I set up a personal hotspot to tether to my IPAD while traveling. It works great ,but, there is no password spot to enter a password and it doesn't ask for one, how do I add one? I have read many tutorials and it says they are required,my screen looks like those it he tutorials but minus the password spot?
As I have a limited space in C drvie and due to this it is getting diffucult to take the back up of iphones 4s (32Gb) contents.As the photos and videos are over 11 Gb and other apps and settings aggregates to 14.5Gb. Hence for the reason I need to change the location /Path of Default Back Up loaction to External Hard Drive. how to activate the personal HOTSPOT (WI-FI) in iPhone 4S
I try to activate the personal hotspot and i cant find the option. I change the carrier a few weeks ago and i was wondering if the personal hotspot depend of wich carrier are you using
